Christopher Koch is the president and chief operating officer of the World Shipping Council, a trade association representing the international liner shipping industry on public policy issues and public affairs. Prior to joining the Council, Mr. Koch was Senior Vice President and General Counsel for CSX Lines and CSX World Terminals. From 1993 until 2000, Mr. Koch served as Senior Vice President and General Counsel of Sea-Land Service, Inc. He was involved in developing a wide range of major government policies and corporate strategies, including: the Maritime Security Program to maintain and support a U.S.-flag liner industry, the Ocean Shipping Reform Act of 1998, and the resolution of differences with the European Commission regarding the application of European competition law to the industry. Prior to 1993, Mr. Koch held a number of positions in the federal government. In December 2004, Mr. Koch was appointed by the Department of Homeland Security to serve on and to chair the National Maritime Security Advisory Committee and on the Advisory Committee on Commercial Operations of Customs and Border Protection (COAC) in addition to the Maritime Transportation System National Advisory Committee. He is a graduate of the University of Washington School of Law and the University of California, Santa Barbara.
